The guideline is that the group must be "believable", as far as I understand it. There must be a valid IC reason why two characters are always seen together. (We can all think of examples of obvious OOC groups.)
That being said, the IMMs will give greater scrutiny towards people from the same site, and deservedly so from what I've seen on this forum. Forming an intentional permagroup (siblings) might also attract this sort of scrutiny. If you can pull it off believably, more power to you.
