You can perma group all you want with anyone you want. I have done it for over 5 years now. Just follow these guidelines:
1. Ensure you have something in comman. Same alignment and such. No good and evils grouping together. Ensure grouping fits your spheres. A follwer of magic would not be best friends with a follwer of nature.
2. Use characters in the same levels. Not use a hero to soften up mobs for your level 10 mage.
3. Finally most important. DO NOT become a total dickhead to others playing by pking everything in sight. It is ok to pk...it is ok to pk a lot. Just do not become Mr. Asshole...killing naked people. Remember other people play also. Do not ruin the fun of their play just because you want to be an asshole.
Usually the last one gets most people in trouble because some people just go over-board. When your groups sole purpose it to wax everything that moves and you begin to ruin the fun for 90% of cfers...that is when immortals step in.
