I've only played one necro above 20th but I'll tell you what I know. Humans will level quicker and will be higher level than most of their opponents, increasing the chance of sleeping and maledicting them.
The necro I played was arial, not too much of an exp penalty and you get fly so you don't have to worry about being tripped and can order your charmies to rescue you. I didn't have much of a problem sleeping my opponents, though pwk didn't work very often.
Those are the two races I would suggest as a necro, both have a 23 int by the way so your learning won't take much more time at all.
