The general theory was that if a player (or site of players) had proven themselves to be a problem (whether that be for cheating, disrespect for the game/staff, abuse of bugs, password hacking, et al) that exploration banning could be used as a precursor or alternative to complete site banning.
The plan (not yet fully realized) was that even quests could be coded to look for this ban such that, ok, maybe we'll let you into Trothon (for example) but an NPC that hands out quest X won't quest you if you're on this list.
I find it somewhat amusing that it's believed that I'm the sole person responsible for this exploration ban code, but I understand why given that Hell was the first area to implement it. Who goes on the list isn't the decision of a single person, nor should it be.
