Having played a half elven healer, I have a little experience with the combo. It can be fun, and rewarding, and half elf is a fine class for a healer. Obviously the big problem for any elven derivative is the iron vuln, but as a healer you get so many protections and self healing abilities that vulns tend not to mean quite as much. (As long as you are reasonably good at keeping your supplications up.)

As for weapons, staffs are nice, but remember they take two hands. Since you don't have dodge, and you don't know alot of weapons, a shield is an important tool for you. Using a staff means you give up shieldblock. It's certainly possible and sometimes worth it, but it would need to be judged on a case by case basis. As an example, I forwent the use of a shield when I used the obtained the eagle inscribed staff, and the staff of striking, or when I was levelling and not taking the blows and wanted to practice pugil. But as a hero, when I was alone, generally I used a shield.

Other healers can weigh in here, with more recent experience.

But as far as the race, h-elves make fine healers. And the quiet movement is very helpful.
