Helping a criminal elude justice can have ALOT of things.
1)Helping them kill a mob=helping them grow in power=helping them elude justice
2)helping them raid an enemy cabal=helping them keep their power=helping them elude justice
3)giving them food/water/eq=helping them grow in power=helping them elude justice.
4)holding a criminals dumped clothes and weapons to return them all after he dies=helping the criminal circumvent the law=helping the criminal elude justice

Yes, this does suck if you are a leader of a cabal and wanted....basically means that if you order your people to help you out in pretty much any way, and it is witnessed, that you are ordering a death sentence on them...unless they just don't die ever. But I only know of three that have had their flags for an extended period.....and before you bitch about that...it is a check and balance system. Arbiters do NOT go to war or use their cabal powers(guards/manacles) to hunt other cabals en masse, the results of another cabal (currently sylvan/battle/scarab...alot of full time enemies for a cabal that is not supposed to be into cabal politics)swarming arbies en mass are there to balance the fact that Arbies do not do this with their powers...unlike sylvan and insect swarm and beast call and wall of thorns that are used in any way that sylvans see fit.

No, this is not right, If I was on and this reported to me, I would have severely repremanded him for misuse of guards, Calyldor got booted for it, but he was an Elder and also had made a mistake before, so was on thin Ice...so he probably would not have been booted, if he had the right attitude.
