Does Charisma really play that much of a role in Conjurers?

Does Charisma really play that much of a role in Conjurers?:

I have played a couple of Bards, whose main stat is alos CHR and haven't noticed much of difference if any in having a high CHR vs. a low one. My songs seem to have the same power and failure rate etc. So is CHR really that much a factor with Conjurers, will a Drow with 16 CHR max have more problems than say an elf with 20 CHR. Just curious as to what people have noticed. Maybe I just was lucky with my Bards, but I didn't see a need for hight CHR with them.
