It does matter with bards. Your songs last longer and are more powerful if you have higher charisma. Say for instance if you were a bard with 19 max chr and you sang we come, you might have +3/+3 for 7 hours, but if you had say 23 chr you might get +5/+5 for 9 hours. Those aren't the exact numbers I'm sure, but there is a difference.

Charisma for conjurers affects how often your elementals/servitors attack you upon entrance into your plane. Of course, when you have the circles that doesn't matter, so it may also play a role in the duration of their stay, the size of the elementals/servitors you summon with a specific amount of mana, how far nightgaunts will go for you and so on, but that's all conjecture and shouldn't be taken as gospel.
