Mace specialization/weight restrictions

I want a mace specialist, I know most maces weigh alot.

My question is, how do specific strengths measure up to dual wielding maces. For instance, an arial mace specialist, with a max str of 19, would be able to dual wield two mace of what weight? Where would the cut-off be? Like could both maces be weight 20, and no higher?

Any information welcome, and what about swords in the same regard? Thanks
