In a similar situation, the same happened to me, but I'd not even made it that far yet. A cabal person was guarding their territory. If an Arbiter is outside of town with guards, it *SHOULD* be because they are on official business. Attacking them in a case like this is flaggable for hindering the investigation/apprehension of a criminal. There may be special circumstances not listed that may negate this being an Wanted offense, but odds of that are slim. ESPECIALLY if you know there is a criminal hiding in the cabal. That's me view anyway.
