You can't make arrangements like your saying within the context of the quest at hand. You can't communicate what you are saying in the way you are saying it in the context of the quest. There is no bartering involved in the interaction. If there was, you are right if you made the demand then you could absolutely help the elf and screw him out of his boots later, but in this quest there isn't so there is no good roleplaying way to solve the quest.
