The penalty to learning means you aren't going to keep it up at all times, which means you can be caught by surprise. And in a PK, a -10 (or so) to damroll makes you rely on your spells more, especially if you are geared like a mage should be... hp and saves, not necessarily damage.
Barrier is a rather deathfull spell which reduces the damage you take. It is only found on (hard-to-obtain) wands and such.

In general, if you change ethos/alignment with the blessing of an Immortal, such nastiness does not befall you. The penalties are there to discourage an automatic align-switch ability, built into the game. also, if it does happen to you, you can often have it reversed through roleplaying and questing.
