Yes, I've re-read Pikel's words...all these sylvan got flagged in his eyes unjustly, so he decided to raid. Why does it matter to Sylvan whether the flags were placed fairly or unfairly? This is like a baron arguing with arbiters about an unjust flag. By reacting to this injustice, you have not only acknowledged the laws of civilized thera, but that you're an obeyer of it.
