I disagree here. I would think that, under my new plan, a transmuter wouldn't have the least inclination to raid battle and risk his life. In fact, he would risk becoming anathema unless he had a good reason to be aiding the blade sect. So, there would be a great difference in the way raids would take place.

They get the masses, the masses are just dumb and become anathema. You know, I've had 3 imperials, all have made it above 40 (two to hero), and none have ever even been threatened with becoming anathema. I guess I just have a greedy, selfish streak in me.

I know before I roll a guy up that he will be a rager thief, dwarf shaman in warders, etc. Thus it doesn't mater how long it takes to get in, I will wait that amount of time till I do get in. There is no way a dwarf shaman is going to join Empire because he knows he will not be worth a shit if he does. There is no reward for joining. Now take into account, Empire has crappy powers. If I was going to play any class, why would I join Empire?
Well, frankly I think empire has the best over-all powers for healers and shaman. Black shround and dark channels make a huge difference in how sturdy your cleric is. Arcane's powers aren't to shabby either. Volley and orderly mind are very useful, and even envoke can be very handy.
How often have you been shoved into the destructor? It's not a weak power. Nor is imperial training (nightfist on the other hand seem pretty shabby). I do think the black sects powers are crap... but that's probably because my ap sucked.
I will admit though, that empires powers do not compare with battle, masters, or sylvan.. but they are hardly worthless. They are certainly better than arbiter's, dawn's, troupe's.. and .. hmm.. guess that's it.
Further, it would be hard to argue that the emperor doesn't have the best powers in the game, with all the sect powers in addition to the cabal powers.

You are correct here. Sylvan, masters, and battle all should take a great deal of effort to get into (10-20 RL hours I'd say)

If you went with my suggestion, requiring the sects to pair off against the other cabals, then yes, a slight increase in power would be warrented.
