What you suggest would not affect how SEC's interact. Usually if Empire has enough to take one item, it has enough to take all items because there are no ragers or warders on.
However, The idea of Empire is no longer works anyways because they no longer get the masses they should. Empire should be twice as large as any other cabal but it is not.
There are an avg of 100 players that play the game on an avg night.
40 uncaballed (20 newbies, others just not caballed or waiting for a non-empire cabal, or kicked out of empire)
15 warders
5 barons
5 arbiters
5 masters
8 dawn
10 ragers
10 empire
2 scarabs
Of course this is a ruff estimate. Usually it is either all one sided, but in a perfect balanced night this is how it would be.
90% of the people that play this game do not start a character to play Empire. While some may be converted, 99% of them will not be converted because they know that their character will lose all spells and skills if they take the bloodoath. The idea of Empire being a cabal for the masses cannot work because people know from the start what their character is going to be. I know before I roll a guy up that he will be a rager thief, dwarf shaman in warders, etc. Thus it doesn't mater how long it takes to get in, I will wait that amount of time till I do get in. There is no way a dwarf shaman is going to join Empire because he knows he will not be worth a shit if he does. There is no reward for joining. Now take into account, Empire has crappy powers. If I was going to play any class, why would I join Empire? Empire has lost its charm from the early days. Unless a group of elite players just start feeling sorry for the cabal it will be like this for a long time. Yeah, it might do ok for 3 hours a week. But for the most part, Empire will get its ass handed to it.
Two choices:
1. Make other cabals hard to get into and limit their numbers, thus forcing that pool of 100 players to either join Empire or be uncaballed.
2. Increase Empire powers.
2 is the best choice because people want to play other cabals and it is not fair to make them wait for someone to die until they can join.
