In some MUDs I've seen, heroes have the ability to "thump" or "solarplexis" newbies that mouth off. The command alerts the immortals that the hero did this (so they can make sure that it's not being abused) and is like tigerclaw, making the newbie unable to speak for 15 ticks or so. It seemed to work rather well.
