What was the length of the first two ages?

The first age was about a year long (summer of '94 to about May of '95). The Second age started after the deathful purge of '95. If I remember correctly, it ended January 4, 1997.

How long has it been since the current age started?

The Third (current) age started on January 4th, 1997.

How do the Imm's decide it's time for a new age?

It's not really a question of a particular time, it's mainly a matter of convience. For example, towards the end of the first age, bards were about to go in. Also, age was about to go in. I remember when they tried to implement it. No offence, but I think they forgot that current characters had a great deal of hours on them. I logged on with my Justice (with a whopping 650 hours), and found myself to be a walking corpse. The second age ended when the spheres of influence were coded and implemented. Basically, whenever major, heavy duty changes are made to the game, there is a new age. Whenever minor changes are made (new race, class, area, skills, etc.), there is a reboot.
