Does it suck? Maybe if you coompare 23 hours to master said spell to 2 hours to master the same spell.

The only gripe I've had with mastering that spell is that I have never once got an improvement on anything other than the standard "You have become better at shapeshift." I mean, give me a cookie or a carrot or something...Once I would like to see "You have learned from your mistakes." Granted that may have changed since...

Passing "never making another muter for at least another quarter" Imperial.
