Certain things add to realism and are well worth the change in code to make them....others, well, while they add a certain amount of flavored window-dressing aren't. No offense, but I don't think this is that big of an issue really...it's just something that Theran's accept...just like they accept that slaughtering cityguard after cityguard after cityguard will only lead to new recruits popping up in a matter of (theran) hours. *shrug*
