The problem with that, is that the Enforcement has never been close to across the board. No offence to the battle imms, they do a great job,...but let me give you an example...
Dhaevor...Booted for breaking one of the commandments on the tablet by jumping in to help Tak. Let back in.
Dumain...an ftaer a while ago(not myself) dwarf warrior. Was booted by an imm for attacking and killing a ranger who happened to be carrying his magical ranger staff at the moment...because that wasn't enough to consider the ranger a mage...and the rest of battle was told point blank not to associate with him...Now I do not know what else might have been wrong with Dumain, but this was when we were all stationed at the same place, and I sat behind him when this happend.
1) Ranger wore ranger staff infront of dumain
2) dumain killed ranger
3) a few mins later "An Immortal tells you 'Why did you attack that ranger'"
4) Dumain replies 'He used magic, he was a mage'
5) "An immortal sais 'Rangers are rangers, not mages'"
6) You have been inducted into none
(paraphrasing...but not by much)
Now, Ordinarily, I would say, Induct em all, and let the imms sort em out by kicking out the bad seeds...(sounds a bit like the empire philosophy to me) and this would work great...but for the large disparity in what constitutes a bootable offence.
