I know there have been quite a few spectres that haven't made it to lich, either because the elixir killed them or because they just couldn't find the regents and deleted, but is the danger real or a string that is pulled?

I ask this mainly because of Conderakias' reaching spectre. If he's half as intelligent as Zorszaul and successfully liches the world is going to be a very dangerous place.

Is the lich or death occurence something that the immortals have no control over or is it something that you all get together and discuss? If it's something the immortals pull strings for then I'd have to question the wisdom of Conderakias' decision to become an entropy necromancer, because from a game balance point of view I'd have to think that the imms would be leaning towards death for him, or at least extremely hard regents, whereas if there were an Empire necromancer looking to lich they'd likely lean towards success and easier to find regents since Empire is in such a dismal state and needs a pick-me-up.
