See my above thoughts as well. All cabals in this land cycle in power, you will see that when you play for a long time. It just so happoens now that I think that people just do not want to play Empire for whatever reason. If you roleplay well you wil not be anathemized ( I have never been) and it is just damn hard to play Empire right now. When people decide to take up that challenge the Empire will grow strong, and take the masters with them, and then the sylvans and ragers will cycle down. Already there is a lack of fearsome ragers like the ones they have at hero level. But you are all correct that unless the people who take titles in the council as well as the Emporer show up in the realms more than half an hour a day twice a week, Empire will never regrow.
