Okay, but here's the deal...if I were playing an Emporer...by these guidelines of what I have to gain vs what I have to lose...I'd never anath anyone, except those that posed a threat to me. Why? Because the more incompetent heros I have, the more human shields I'd have. Do you really want a whole cabal that is nothing more than fodder for thier leaders? Again, I think mortals should use the power of anath'ing more often...but for a variety of reasons it's not that easy...since if someone is rp'ing everytime you're around, and manages to get a few good kills here and there...you're going to think that they're stellar...not knowing that as soon as you log off, they flip back to ooc speech, and get thier ass handed to them while they bot practice in Galadon.
If the mortal leaders were around as often as the immortal ones...and able to watch thier Imperials as well, then perhaps immortal anath'ing would be slowed....as it stands, immortal anath'ing is going to be around as long as the immortal leaders of Empire decide they need to.
