I can see the point you are trying to make here, but as an Emperor I would look for ways to remove anyone
that might be a threat. However, in line with your points I'd do it after their usefulness had run out. I
can't have someone challenging my throne. I would look for ways to anathema them at any opportune moment.

Hmmmm. This is the problem. If I were in a position of power I wouldn't want to 'dumb down' the Empire. It's
something of a dilemma. Do you keep the better players because they make it much more enjoyable? Or in a
position of power do you screw them over when you believe you are being challenged?

No argument there. I do realize that with a full council playing often the imms wouldn't nearly have to do as much policing.
