This is the main problem I have with the role command, it also lets immortals know who to watch. If I were to roll up an empire who was a spy for the sylvans, I sure wouldn't want Zulghinlour knowing that without having to put forth the effort to actually catch me. I like the role command, but also see some cons to it. If I were to roll up that empire who was a spy for sylvan, you can bet that would be purposefully left out of my role.
You bring up a good point, and I'll offer this as an example of something that happened in the past.
As assassin with a sphere deception came to me and wanted to talk OOC about his role, and what he planned on doing. Not something I usually do, but I was curious so I agreed.
He basically asked me not to watch him because he wanted to play a spy against the Empire, along with his sphere etc. My response to him was that I would watch him as much as I watch anyone else. I try my best not to play favorites.
The point when I am forced to play favorites is when they have attracted the attention of other mortals. I more than content to sit back and watch a sylvan spy tell everyone in sylvan where the Emperor and Council are so they can plot their demise. When other imperials catch you standing around chatting with 3 sylvans in the forest and splitting up the gear from the recently dead Emperor, the gig is pretty much up.
I do pay attention to players roles, and I do my best to give them the freedom they deserve.
Playing a role such as a corrupt arbiter, a sylvan spy in empire, a battle rager who actually embraces magic, while challenging is limited in scope. Eventually you will get caught, and I don't mean by Immortals. When that happens, hiding your deception behind your role becomes a moot point.
