The Key Word in this case is "IS
breaking one of these laws."
Not "Has broken" or "at some point in the
past did break" or even "will at the future
break one of these laws."

And you are implying that anyone who is a
member of said cabal, etc, is 'breaking one
of the above laws'... except that when Joe
Bob Rager is sitting in GaladonGuild on his
bum, he's not actively breaking said law, nor
is he actively killing centurions, or any of
that.

Thus, Like I said before.. slowly this time..
You're pulling a different INTERPRETATION
of the Imperial Laws.
