Generally 15th rank or so, but it's not set in stone as far as I know.
Before you speak to anyone in earnest, write a scroll declaring your
wish to join and a little about yourself. Find some Dawn members and
talk to them. Let them know your intentions. Most members will be more
than happy to speak with you about the various aspects of being a Dawnite.
Requirements.... well you have to want to help others. Also I recommend
being able to handle a lot of rather ridiculous things like some 10th rank
warrior wanting you to kill the snowworm and then request an axe from Tangrin.
Oh and I would say being able to handle getting killed. Ragers, Scarabites and
Imperials usually can't stand Dawnites. Arbiters are 50/50. Most of all
have a lot of patience.
Playing a Dawnite is a lot of fun as there are always one or two on and they're
fun to travel with. Most of them roleplay quite well and it's fun interacting with
the cabal. You don't have to worry about defending or raiding. When you get to the
hero ranks, exploring is great fun. Just remember that the Dawn is more of a roleplaying
cabal.
