Sylvan non-mages do NOT actively hunt ragers(unless you are duergar). So ragers hunt sylvan mages, not all sylvans.

It's not that hard to understand, scarab/empire/arbies are NOT raided because they let mages into the cabal, its because everyone in those cabals, mages or no, attack any villager on site.

Now 7 ragers hunting an uncaballed neutral human warrior is another thing altogether...
