In my experience, when most cabals find that they have a large membership but are running out of enemies to thrash, they start picking fights. Empire does it with the Tower periodically, and has even warred with the Arbiters in the past. Battle doesn't regularly take the icon, the book, or the equation, but when they have the numbers they
(like pretty much everybody else) start picking fights. It isn't a matter of clashing ideologies or the fact that Entropy, Arbiters and Scarab attack ragers on sight, or protect mages within cities or anything like that. Ragers are taking the other items simply because they can.
