Actually I think he ment that only certain mages could read those books. He is tring to find a better use for money. Conjurers could not read a book on Haste. However a book on Bind elements would be quite readable. And the second part is instead of just a trainer giving away his services for free, perhaps he would sell his services. I accutally kind of like the idea.
