This would take away from the uniqueness of mage classes, and be HORRIBLE for game balance. There are many low-level spells that would wreak havoc if given to another class- A thief with curse, a bard with poison, a warrior with dispel magic, etc. And forget about really nasty stuff like haste, sleep, or dismissal (think about that one). No reason to put this in.

I assume you speak of permanent gains- there are already potions which perform all sorts of effects. If you are talking about selling potions which simulate trains, you are on crack. Gold is easy to come by- selling them would mean anyone who wanted one could get it for little effort. They might make nice quest rewards, if you could only get one ever, and the elixir was coded so it only worked for the one who completed the quest.
