The Enforcer broke his the laws of the city when he killed the poster. This lowbie had nothing more than insult him, which yes, is certainly disrespectful, but the Enforcer is supposed to be the bastion of law. Are common Arbiters allowed to flag someone for insulting them? Are Arbiter lords allowed to flag someone for disagreeing with them? No. In both cases, that Arbiter would be booted.
Yes, the immortal controlling the Enforcer was trying to increase the awareness of roleplaying within the city. Though harsh, I could understand him killing the other two mortals for attacking battlement guards. However, he went out of bounds when he killed the lowbie for an insult. If it were some high ranking thug the immortal controlled, I would have no problem with this.
Anyways, I say the Enforcer needs to get booted for these actions.
