For HH. He was childish and got what he deserved in the end. HH reminds me of the student in school that pushes the teacher's buttons, and pushes the teacher's buttons, until finally the teacher gets upset and yells and kicks a desk with frustration and then the student takes it to the administration to get the teacher in trouble.
It's really quite simple. Show the mob in question the amount of respect it's due. You don't flip the bird at the Enforcer because the Enforcer can beat your ass. The idea of roleplaying is to make it as real as possible in the confines of a medieval time period. If you're just out of the guild and you poke fun at the Enforcer you should be expecting the repercussions.
As far as the Enforcer being under the Arbiter Law I have to say that he IS NOT. The mayor asks the Arbiters into the city to do their thing, this does not mean that the cityguards, Captain, and the Enforcer must obey the Arbiter Law, for they've got their own agenda and own part in defending the integrity of the city.
As far as the Enforcer's roleplay...have you been around the Enforcer much? She's a pushy bitch. Says things like "Get out of the way, I've got a job to do!" She doesn't hand out candy to little children and dish out soup in the Paladin's guild. I think the immortals actions fit well into the role of the Enforcer....that being a person with a job to do who will take no shit from anybody.
