Personally, I'd like to see that changed (and maybe it will). New Thalos (and the future Hamsah Mu'tazz) is a scary place to hang out if you're chaotic, just because some guy can run up and attack you near cityguards in hopes that they'll assist him. Unfortunately, every time I remember this, I'm not near a terminal, I don't have access to the machine, or whatever.
