I meant my post to be more theoretical than to directly address the Humble Healer situation. I'm not going to condone or condem the Enforcer's actions, but I think cases can be made for either side. One thing we don't have knowledge on for example is the Enforcer's powers under Galadonian law. Perhaps she listed the Humble Healer as an accomplice to the person attacking the guards, or as a chaotic influence undermining her authority and Galadonian Law has summary execution for such things. In reality, I think that its just a part of the punishment of banishment that was proclaimed against the Humble Healer. Of course, this is just playing the Devil's Advocate to your positions on the situation.

As far as guards assisting against Chaos, I would say this is an aspect of City Law.

As far as the Enforcer being made WANTED I'd be against that since Arbiters have no jurisdiction over the Enforcer.

As far as Udgaard being protected... Arbiters again have no jurisdiction over the guards, men-at-arms, etc. They do however have jurisdiction over PC's so that they will flag you for attacking Paladins though Udgaard's law supports it. Perhaps this is an example of the independance of the laws from each other. Ultimately its up to the Arbiter Immortals to determine what cities are protected.
