For everyone but a whip/flail spec, if you dual wield with a whip/flail it automatically has to go in the main hand.

Specing with them allows you to wield something else in your main hand and a whip/flail in your offhand...

this does NOT mean that you can use your whip specs with something other than a whip in your main hand.

Trust me, I tried.
