Please explain to me how in helping the elf to gain a reward for oneself is breaking the laws of the Empire?
The reward maybe seen as a good deed in the end but if one is evil in his heart he would not have done it out of doing a good deed would he? It would have been to gain something regardless of the consequences. So why should this affect the point of view of the imm? I guess it also depends on the degree of evil.
I will say this though ... An imperial imm does not need an excuse. If I ever became and Imperial Imm even the Emperor (god help us) I wouldn't even bother to give an excuse because that is the way the empire is. Chances are the anths are more off a personal hatred of the imm of the character more then a good and evil thing.

It shows he is hungry for power and that is what the Empire is about "Power" not evil acts or morals...
