It violates Sect law which states that one is NEVER to aid someone outside one's Sect, much less the Empire, without compensation, or the bloodoath, as applicable.

Yes, the act was committed before the people in question oathed or joined Empire. But, you can be anathemized for more than just breaking Imperial law. You can also be anath'd for showing weakness. It happens all the time.

And the sort of person who would save an elf, not knowing in advance, IC, that there was any reward in store for them, is weak in an Imperial's eyes and thus to be cast out.
