When Agorinth was emperor he initiated a law stating no citizen or oath could group with a non-citizen or non-oath. If you did, you were anathemaed. When my last char was inducted as a citizen by an imm (since there was no emperor or sect leader at the time) I asked the imm if I could group with someone outside the Empire to rank. He said it was possible but to remember each time I did this I was helping an eventual enemy grow in power. Based on that, I think it's ok to group outside the Empire (say with a Master) once in a while, but I would make sure I exhausted all my options within the Empire and oaths first, and I would be sure not to make a habit of it. I don't think you get booted if you are the only citizen around and decided to group with a Master or two to go ranking.
