I understand why Dawnies, Arbiters, and Scarab are titled when they enter the cabal. What I never understood is why only the leaders of Empire get titled. Why isn't it:

Empire is an organization which has as a stated goal dominance and power over all others, and bringing order to the lands. By Imperial Law, you are expected to take the BloodOath. Shouldn't you know who to seek? Empire's deceptions are meant to be behind the scenes, and on the surface they should appear to be a stern government of sorts. At least publicly, they should be proud to bear the recoginition, yes?
