1. Healing curse can be overwhelming in competent hands. This is the only sect/emperor power I'd hate to face, and if I were playing, I'd want it changed to some other power for divine. Divine powers are good. And remember my rant on sleep/99% chance to kill someone if you sleep them? I'd bump that up to 99.999999% for a lich emperor with healing curse.
2. I find Empire powers to be pretty damned good, and relative to the other cabals I've been in, I found it easy to rack up PKills as an Imperial. No, I haven't played all the sects, only the Black, but centurions + black circle was very, very nice and made it very, very easy to set traps. Fighting against Divine and Arcane, I found volley to be particularly frustrating and something you *had* to consider and compensate for when the Empire had the Codex, and Black Sanct/Channel to be nice for them. All in all, I don't think the Imperials lack for an easy life of power (except random anathematization).
Other than that, I agree with you, completely. Being a Sect Leader uses up huge amounts of your real life time, and it's nice that there's some sort of reward for that (just not Healing curse :).)
note: I've never had a priest of Nashyr or a Divine Sect leader or an Emperor, just been affected by healing curse and didn't like it, much, so I could be overestimating it - but I don't think so - someone would have to survive being slept and healing cursed for me to believe otherwise.
