Empire is not a cabal known for there skill in a few men, they fight in hordes, legions, and are good at that, but masters, who ussually don't group and horde, fight alone.

Empire is nutorious for there numbers, so if they should ever ally the sects, for the common goal of the Empire, perhaps then they could compete, untill then... nothing... think about this, a warrior, a healer, a transmuter, against a master transmuter, the three will win.
