There's a slew of complicated rules on summon which will pretty much guarantee you won't be able to summon the majority of mobs which carry nice equipment.
Firstly, Thera is divided up into different zones, which you cannot summon/gate from one into a different one... zones such as the past, the old continent, and the new continent, with a few others. Also, underwater is a barrier to summon in itself.
Many rooms are specifically nosummon, or norecall, which also makes it effectively unsummable. Many creatures are non-summonable, usually anything that casts area spells, is a guard, or is strong enough to invest in magical protections that prevent them from being bothered by paladins to lazy to walk to them.
Basically, summon has become primarily a PK spell, with a few exceptions. My advice is to just go explore with your feet.
