If you look at them, they are clearly magic. I've heard some people attempt to rationalize them by saying different things, but it seems to me that when the desc is set for something, you just have to accept that it is that -- that's what it is, in that world. Saying otherwise is really just interjecting your real world notions into the game, and ignoring the fact that you are supposed to play as if the char and everything the char meets and sees is real, in that world, not as you would view it.
You don't look at a car and say it's made of diamond. It's made of steel, whether you like it or not. THe bracer is made with magic, whether you like it or not. Remember, the description of it is what you would *see* if you looked at it, it's what would spring to your mind as it's description, much the same that when you look at a car you "describe" it to yourself in your head, albeit much more quickly than reading a text description. Most people's minds work much faster. :P
