Yes, you won't get any more pracs than three with an elf no matter how much you train your wis. But ultimately your wis affects, to some unknown degree but definitely less than int, how much mana per level you get. In the long run, I'm not sure this is significant. You might be better off just using the train to train mana. Not sure.
