Not everyone finds empowerment impossible. Between this and your frightful fiend post on the Log Board, it really looks like you are just searching for things to bitch at.

My "solution" to empowerment problems consists of one step:

1) All IMMs should be strongly encouraged to remove their shrines/helpfiles when they know they will not be empowering for more than a week or so.

Other than that, my honest assessment is that the system works as it was intended to. I see an awful lot of shamans and healers, plus the recent burst of paladins. Only druids seem to be under-represented, and I attribute that more to the difficulty of playing the class well. Apparently, not everyone has found the empowerment process as harrowing as you have.

So, what would your solution be?
