A few simple reasons... Mages are the only ones who would benifit from this in the long run. Most of their spells, excluding Invokers, can be practiced in the safety of their guild. 1000-2000 a pop for learning from their mistakes means that a 30th level mage could "stockpile" his lower level spells, not practicing casting them until he has reached 30th rank, use eq to lower his intelligence, and then sit in his guild spamming continual light. The result of this is that he walked into his guild 30th, walked out a hero with all his spells perfected, thus never having to go out and get his exp like everybody else.
I think the exp for learning from your mistakes and getting better at skills is fine just the way it is. Even if mages do get more for the two...
