Warrior class player do not need an exp group up to 20th ranks. He can handle most exp mobs alone, practicing his skills simultaneously. We can call it "learning", and it is real learning, he is getting exp for it.
Now, back to mage. Do mage need to get out of his study to become more experienced? At least, not so often as stock warrior, various books of knowledge should be sufficient to learn more for mage. And what we are seeing? Almost every mage class spending hours of REAL time looking for group with a good tank to take part in some massive bloodthirsty mob slaying (aka "levelling"). Isn't it funny?
Talking about balance, I said the exp value for learning should be level dependent. Maybe not as high as 1000-2000 exp on 30th, but sufficient enough for average mage player to consider some REAL learning, not so called "learning"/"levelling" ("Hello, care to learn some?" - this phrase makes me shiver).
