I have come to the conclusion that you can not expect the arbiters to deal with any given situation in a "just" manner. First of all they're mortals, so they're going to screw up, just like everyone else does. Secondly, they don't have the tools to do the job they're handed in a totally objective manner. Sure, they could hard code it so anyone who attacks in room x is automatically wanted, and if you don't attack anyone in x room you'll never get wanted, but wheres the fun in that? I gave up long ago on the Arbiters doing what is right and fair, with respect to societal norms, or even their own laws. So I try to deal with them in one of two ways, either totally stay away from them, and any situation that could get me flagged. Or make it my purpose to kill every damn one of them that logs on. I haven't been able to find any other way of interacting with them, without getting bent over.
