And so long as Imbrogno and people like him play Carrion Fields, you're stuck with the Law being in the hands of faulty players. A whine about the Arbiters has more merit than a whine about the Battleragers or the Empire, but will still not be the cause for any change. Arbiter is different from other cabals, and as such, it is viewed and weighed in importance differently.
